Sec. 304. (Effective from passage) The amount appropriated to the following agency in section 2 of special act 21-15, is reduced by the following amount for the fiscal year ending June 30, 2022:

SPECIAL TRANSPORTATION FUND 2021 - 2022

DEPARTMENT OF TRANSPORTATION

Personal Services 1,000,000

TOTAL – SPECIAL TRANSPORTATION FUND 1,000,000

Sec. 305. (Effective from passage) Notwithstanding any provision of the general statutes, any amount appropriated in section 301 of this act shall not be eligible for fringe benefit recovery by The University of Connecticut, The University of Connecticut Health Center, or Connecticut State Colleges and Universities, from the Comptroller's General Fund fringe benefit accounts. Sec. 306. (Effective July 1, 2022) The State Bond Commission shall have power, in accordance with the provisions of this section and sections 307 to 312, inclusive, of this act, from time to time to authorize the issuance of bonds of the state in one or more series and in principal amounts in the aggregate not exceeding $125,800,000. Sec. 307. (Effective July 1, 2022) The proceeds of the sale of bonds described in sections 306 to 312, inclusive, of this act, to the extent hereinafter stated, shall be used for the purpose of acquiring, by purchase or condemnation, undertaking, constructing, reconstructing, improving or equipping, or purchasing land or buildings or improving sites for the projects hereinafter described, including payment of architectural, engineering, demolition or related costs in connection therewith, or of payment of the cost of long-range capital programming and space utilization studies as hereinafter stated:
