8 HH. “Confirmed abuse or neglect” means any report of an act or omission by a child care provider that threatens the health, safety, or welfare of a child that is found by a court, law enforcement agency, or entity authorized to investigate abuse or neglect to be supported by a preponderance of the evidence. II. “Consumer Education” means information provided to adult caretaker(s) or teen parent(s), child care providers, and the general public that will promote informed child care choices; information on access to other programs in which families may be eligible; and information on developmental screenings. JJ. “County” or “Counties” means the same as “county department” in section 26.5- 4-102, C.R.S.. KK. “County Plan” means a formal written submission by a county that is submitted in CHATS that includes policies related to CCCAP eligibility determination and program administration; optional policies that are not related to the reimbursement of child care providers; and any other policies as required by the Department. Approved county plans can be found on the Department website at https://cdec.colorado.gov/colorado-child-care-assistance-program-for-families. LL. “County Rate Plan” means a formal written submission by a county that is submitted in CHATS that outlines policies as required by the Department, including optional policies, and provider rates related to the reimbursement of child care services to child care providers, such as provider contracts and payment practices. County rate plan approval is subject to the requirements as described in rule section 3.104. MM. “Custody” means that a child is living with, or in the legal custody of, the adult caretaker(s) or teen parent(s) on the days/nights they receive child care assistance. NN. “Department” means the Colorado Department of Early Childhood.
