Cost parity. Describe how the State agency ensures that costs charged to E&T do not exceed the costs charged for non-E&T participants. EF POs ensure that E&T participants and non-E&T participants are charged the same for services provided by vendors. Costs are prorated by program; EF is only invoiced for E&T participants. For example, if a class consists of 80% E&T participants, EF is only invoiced for 80% of the instructor’s salary. Before being paid, all costs are vetted using the prudent person principle and determined if said costs are reasonable and necessary for the client's participation in the component. EF POs are also required to search for competitive pricing in the local area when providing supportive payments. This cost parity is verified during the EF oversight process. Outcome Measure Describe the methodology for the outcome reporting measure. Include timeframes being reported (e.g. denominator and numerator) The number and percentage of clients who obtained certification in basic education or foundational skills, or completed a high school equivalency program while enrolled in the component during the FFY. The numerator will include clients who obtained certification in basic education or foundational skills or completed a high school equivalency program from October 1, 2025, to September 30, 2026, during the FFY period. The denominator will include the number of clients that participated in the component during the FFY period, October 1, 2025, to September 30, 2026. 65
