Is the State’s E&T program administered at the State or county level? State County Describe how counties share information with the State agency. EF POs are required to submit plans and/or agreements with the program's Statement of Work prior to the beginning of every program year. EF PO plans are used to draft the State E&T plan that is then submitted to FNS. If a change in programming is needed throughout the year, counties and other EF POs follow a state-prescribed process to update their EF PO plan and get approval from the State and, when appropriate, FNS before implementing any program changes. Describe how the State agency monitors county operations. Federal regulations, State statutes, and State rules provide the administrative code of operation for all human service programs in the State, including EF. The Colorado statute outlines the county administration of human services programs and the parameters of state supervision and county administration (Title 26, C.R.S.). The State Board of Human Services promulgates the regulations for the EF program; additional guidance is provided through policy, training, and technical assistance. The State E&T team conducts regular check-in meetings, desk-level case file reviews, quarterly monitoring, and annual management evaluations to monitor all EF POs. The oversight process, in particular, includes a review and follow-up action for one or more of the following program areas when necessary: 1. EF internal referral, reverse recruitment, and reverse referral processes 2. EF program design and case management 3. EF performance, data, and trends 4. EF quality assurance processes 5. EF case file reviews and documentation 6. EF PO plan and policy reviews 7. EF allocation, expenditure levels, and fiscal trends 8. In-person or virtual observation of an EF orientation or initial appointment, workfare assignments, and general program facilitation 9. Applicable contracts and supportive payments issuances The oversight process also includes a thorough examination of all EF POs' expenditures and spending. On a monthly basis, the State EF program team reviews expenditure levels for county human services departments, TPPs, and State administrative costs. EF POs are engaged in conversation and technical assistance regarding their performance on a monthly basis. If an EF PO continues to demonstrate performance concerns in one of the above program areas, a formal management evaluation may be conducted outside of the normal annual management evaluation schedule, and an in-depth review of all program areas will occur. At the conclusion of the management evaluation, the EF PO is given an action plan identifying areas for program strengths, opportunities, and areas of required change. EF POs are given 45 days after the conclusion of the management evaluation to address the areas of required change that the State E&T team verifies. 3
