Describe the process for screening for direct referral to E&T, including the staff involved. During the application and recertification interview, eligibility workers engage in a comprehensive conversation with clients about SNAP work requirements and the SNAP E&T programs available in the county of residence. Eligibility workers explain the SNAP work requirements and the impacts to eligibility, how the E&T program can help individuals maintain eligibility for SNAP, as well as provide resources to aid in securing and maintaining employment as well and career development. Eligibility staff will then assess the client’s ability and interest in participating. If the client meets the conditions of the state criteria for screening, eligibility workers will then send the referral to the most appropriate E&T provider in the county. The screening and referral process is led entirely by county eligibility workers in collaboration with EF POs and supported by state-provided tools and guidance. When does the screening for a reverse referral request occur? The screening for a reverse referral request occurs after an EF PO identifies a SNAP client who was not originally referred through the eligibility process but may benefit from or is interested in E&T services. Describe the process for screening during the reverse referral request process, including the staff involved. EF POs notify the client over the phone, in person, or in writing that a screening needs to be conducted by an eligibility worker. The eligibility worker will then follow the screening process and refer to the State-specific criteria. Are participants informed about participant reimbursements before the individual is referred to E&T by eligibility staff? Yes No How are participants informed about participant reimbursements? During the screening and referral process, eligibility workers inform clients of participant reimbursements (also known as supportive payments in Colorado) as part of their explanation of the EF program. Once referred, clients receive additional information and are offered participant reimbursements during their initial meeting and ongoing case management appointments with their EF PO worker. Clients can receive transportation assistance and other supportive payments to attach to the program before their first appointment with EF if this need is expressed during the eligibility screening during the initial application, recertification, status changes, or upon request. State E&T staff and county EF POs provide eligibility workers with a list of E&T supportive payments available in their county. This allows eligibility staff to provide information to clients on what supportive payments are available. 23
