TPPs’ main sources of funding include 50/50 Administrative and 50/50 Participant Reimbursement. TPPs must fund and provide EF services, and submit documentation and an invoice to receive up to 50 percent reimbursement for the cost of the services provided. General state funds, foundational funding, and donations from private firms or non-profit organizations are appropriate sources of non-federal funds for the TPP’s draw-down of the federal E&T funding.
TPPs are responsible for following the invoice submission process outlined below and in the Statement of Work. TPPs must send monthly invoices, ledgers, and required supporting documentation via encrypted email to the assigned State EF team member. Required supporting documentation includes the TPP Caseload - Final report and Outside Supportive Services report. If the specified days do not fall on a business day, then invoices, ledgers, and required supporting documentation will be due on the next business day.
If a TPP does not plan to submit an invoice, the TPP must inform CDHS in writing by the 15th of the month. If a TPP needs an extension to submit their monthly invoice, the TPP must seek written approval from CDHS prior to their submission deadline.
If CDHS does not receive a TPP’s invoice within 30 days of the invoice’s due date, the TPP may forfeit their reimbursement at CDHS’s discretion. Failure to submit invoices, ledgers, and required supporting documentation, or request for extensions in a timely manner, could result in delayed or denial of invoice payment, and denial of a contract extension for the next program year.
