LOE and SNAP ABAWD work requirement by engaging in a total of 88 hours of EF program and work activities.
Co-Enrollment Data Entry Requirements. Any action that falls under an EF PO’s duties (listed in the EF Co-Enrollment Responsibilities table above) must be recorded as a case comment in CBMS by the 6th of the following month. For example, the Lead EF PO must add a case comment when they tell a client that they will also be working with another EF PO and confirm that the client understands they will receive shared services, support, and meetings (when appropriate).
Co-Enrollment Document Retention. Both EF POs are required to adhere to the document retention policy detailed in the Record Retention section of this handbook.
Supportive Payments (Participant Reimbursements)
EF POs are required to offer to pay for or reimburse SNAP applicants/recipients for all expenses that are reasonable, necessary, and directly related to participation in the EF program and in finding employment. Federal regulations refer to these expenses as participant reimbursements, but the EF program calls them supportive payments.
These payments are program-funded and can be issued to clients before the initial EF meeting so that the client may begin engaging in program services.
The EF program authorizes the use of multiple types of supportive payments to assist clients in overcoming barriers to employment, such as transportation assistance, rental assistance, tuition, course fees, and work clothing. These supportive payments are identified in each year’s State SNAP Employment and Training Plan and reflected in each EF PO’s annually approved EF PO Plan. EF POs may only offer supportive payments listed in their approved EF PO Plan, and all supportive payments paid for in the FFY must be issued in the same FFY.
Client Notification Requirements. Clients must be informed that supportive payments are available to help them engage and succeed in the EF program and in finding employment. This information must be communicated at multiple points throughout participation, including: ● During the SNAP eligibility and redetermination appointment with eligibility workers. ● At the initial EF case management appointment or program orientation. ● During all ongoing EF program meetings and progress monitoring check-ins.
EF POs must also ensure that clients understand: ● The types of supportive payments that may be available. ● The purpose of the payment is to support participation and employment goals. ● That clients may be required to provide supporting documentation to verify that the supportive payment was spent as intended (receipt, rental agreement, etc.).
