All efforts, discussions, and updates related to a PD must also be documented thoroughly in CBMS. Within 10 calendar days of making the PD, the EF PO must close all open EF activities in which the client is enrolled, update the client’s program status to “EF-Provider Determination,” and entered detailed PD case comments that include: ● The reason the determination was made. ● The date the determination was made. ● The date the client was notified. ● The date the county eligibility team was notified.
An example of an appropriate CBMS case comment is: “Provider Determination made on March 2, 2026 because the EF PO does not offer the bookkeeping training the client needs for employment. Client notified on March 3, 2026 and informed they will be referred back to the county eligibility team for rescreening. County eligibility team notified on March 3, 2026 and referral sent for re-screening.”
Please note that EF POs are not responsible for: ● Determining exemptions for EF clients, including ABAWDs. ● Entering or correcting accrued ABAWD countable months. ● Providing EF clients with SNAP rights and responsibilities information. ● Notifying ABAWDs when they receive a countable month or they are subject to receive a countable month.
When a PD is made, the county SNAP eligibility team also has certain responsibilities. Within 10 calendar days of receiving the PD from the EF PO, the eligibility worker must: 1. Contact the client to rescreen them because of the PD. 2. When appropriate, refer the client to another EF PO.
In terms of CBMS data entry, the eligibility worker must ensure that the Work Requirements page has accurate data entered to reflect exemptions (if applicable). This includes “Referred to EF” if the client meets screening criteria and is referred to the program, or “Not Meeting Work Requirements” if the client does not meet screening criteria and is not referred to an EF PO.
In CBMS case comments, the eligibility worker must document: ● The client was referred back to SNAP eligibility due to a PD. ● The date the eligibility worker informed the client of the determination. ● Whether the client continues to meet EF screening criteria.
A PD should only occur when the EF PO truly cannot serve the client. The following situations are not PDs and should be handled differently: 1. The client is enrolled in a suitable activity that supports their career goals, but the client does not meet program or activity requirements (such as showing up to workshops, attending case management appointments, or consistently not meeting the program’s level of effort). a.
