Colorado WIC Program Policies and Procedures Section 8: Certification, Eligibility and Coordination of Services Revised: 03/01/2026 Page 1 of 3 Transfers, VOC and WIC Overseas Program Policy:. Local programs shall follow the correct procedures to ensure WIC participants who transfer into or out of Colorado WIC will receive continuous benefits during their certification period. Regulation: 7 CFR 246.5 (c)(3)(i), 7 CFR 246.7 (k)(1)(3)(4), 7 CFR 246.7(d) (ix), 7 CFR 246.7 (j)(4) Procedure/Additional Guidance: A Verification of Certification (VOC) is a WIC document issued to participants that confirms their current eligibility and is used as proof of income and nutrition risk. The purpose of the VOC is to streamline and simplify the process of a participant being certified in the new state. At certification appointments, WIC staff are required to inform participants about the transfer policy, the purpose of the VOC document, and review this information with endorsers as needed during recertification appointments. VOC Issuance Requirements: A VOC must be given to participants who: ● Report they are moving out of Colorado. ● Are part of a migrant family. ● Are experiencing homelessness. ● Are affiliated with the military and transferring overseas. A VOC must include: ● Participant name, DOB, ID number. ● Certification details (dates, category, priority, income determination date). ● Recent measurements and nutrition risks. ● Food benefit dates. ● Local Agency contact info and signature from local staff. Screening During Intakes ● When scheduling an initial appointment, ask if the applicant or participant has been on WIC before, and if so, where and when. ● If currently on WIC, follow the appropriate transfer guidelines below. Transfer Guidelines Follow appropriate transfer steps depending on whether the person is moving within Colorado or to another state. In-State Transfers (within Colorado) ● Use Compass to locate and transfer the participant. ● Proof of ID and address is required at the new clinic. Acceptable forms of ID are the same as those allowed at initial certification visits. ● If proof of address is not provided at an in-state transfer appointment, issue one month of food benefits and require proof of address at the next visit in one month. Out-of-State Transfers Participant Moves Out of Colorado. ● Print the VOC from the Compass printouts. Staff must print and sign their name and date the VOC. ● Provide a copy of the PAF, if applicable. ● Tell participants to bring their eWIC card, VOC, and proof of ID and address to the clinic in their new state. ● Do not deactivate their eWIC card unless the participant confirms they've moved. ● Once the move out of state is confirmed, terminate in Compass with the reason “Moved Out of State” and deactivate their eWIC.

Participant Transfers from Another State to Colorado With a VOC: ● Accept a valid VOC as proof of income and nutrition risk eligibility. ● Enter the details from the VOC into Compass. ○ If the certification expires within 30 days, consider recertifying to avoid requiring the participant to schedule an additional appointment. ● Proof of ID and address is required. Acceptable forms of ID are the same as allowed at initial certification visits. ● Complete the Voter Registration panel. ● Enter anthropometric and hematological data from the VOC into Compass. Do not repeat measurements or complete the nutrition interview. ● Assign the nutrition risk factors (NRFs) listed on the VOC. ○ If none are listed, assign NRF 502-Transfer of Certification on the Risk Panel. ● Review the COWIC Rights and Responsibilities ● Assign the eWIC card and issue food benefits. ● If the participant has an out-of-state WIC EBT card: ○ For rolling month states: Use the month of the first date to use, the end of that month will be the last benefit date in Compass. For example, if the first date to use is August 15, then August 31 will be their last benefit date that is entered into Compass. ○ For calendar-month states: Check if benefits for the current month have already been used before issuing Colorado benefits to avoid dual issuance. Without a VOC: ● Try to contact the participant’s previous state WIC office to obtain a VOC. State WIC contacts are listed here: https://www.fns.usda.gov/fns-contacts?f%5B0%5D=fns_contact_related_programs%3A32 ● If VOC information cannot be obtained or no valid VOC exists, treat the participant as a new certification ● Explain to the participant that an income assessment will be completed. ● Inform the participant that if the income assessment determines they are over income, they will be ineligible for WIC in Colorado.
WIC Overseas Program The WIC Overseas Program is similar to the USDA-funded WIC Program but is funded by the Department of Defense to serve active duty military personnel, other military support staff, and their dependents stationed overseas. While income, category, and nutrition risk criteria are generally the same as the USDA WIC Program, the WIC Overseas Program has specific eligibility restrictions. Participants affiliated with the military must be issued a Verification of Certification (VOC) when transferring overseas from a Colorado WIC clinic during their certification period. Transfers from Colorado to WIC Overseas When a participant is transferring from Colorado to the WIC Overseas Program: ● Issue a VOC. ● Include a copy of the PAF, if applicable. ● Issue food benefits to cover the period until the participant can request a transfer to a new clinic. ● Inform the participant that: ○ Not all overseas military bases have WIC programs. ○ Eligibility rules may differ overseas. ○ Issuance of a VOC doesn’t guarantee eligibility in an overseas program.
