Colorado WIC Program Policies and Procedures Section 8: Certification, Eligibility and Coordination Revised: 01/01/2025 Page 1 of 1
Provisional Certification Requirements
Policy: In order to qualify for a Provisional Certification, the applicant must bring in two out of the three proofs. For example, if an applicant brings proof of identity but is missing acceptable documentation for both income and residency, food benefits may not be issued at this visit. Instead, schedule a return visit or inform the participant to submit their proof of income or residency electronically.
Regulation: 7 CFR 246.7(2)
Procedures/Additional Guidance There are two situations when an applicant may not have documentation for identity, residence or income, and the Local Agency staff must follow these procedures.
Situation #1: Applicant brings proof of identity and one of the two additional proofs required (i.e.: brought proof of residence but not proof of income) to the certification/recertification visit. The applicant has two of the three required proofs: o Provisionally certify the applicant for 30 days and provide one month of food benefits. Schedule a return visit or inform the participant to submit the missing proof electronically within the next 30 days to complete the certification. o If the missing proof is provided within the 30 day period, record the documentation provided on the Income and/or Contact/Address panel., fulfill the provisional certification, and provide food benefits. o If the missing proof is not provided within the 30 day period, the participant cannot receive additional food benefits and a second grace period may not be granted.
Situation #2: Proof of Identity, Income and/or Residency does not exist. Documentation: In rare situations, an applicant may not have eligibility documentation (e.g employer refuses to provide income documentation, homeless person, documentation does not exist due to fire, theft, disaster, etc.). o WIC staff should work with applicants to identify possible forms of documentation. When an applicant does not have documentation, an Affidavit may be used whereby they may verbally declare their residence, income or identity. o The participant is certified for the normal time.
By signing the Rights and Responsibilities, the endorser/participant gives WIC permission to verify information presented for certification on the WIC Program.
*Note: WIC staff can issue a manual/hand pump to clients provisionally certified, however single-user electric and multi-user loaned breast pumps and related pump aids/supplies cannot be issued until the client is fully certified.
