Cost parity. Describe how the State agency ensures that costs charged to E&T do not exceed the costs charged for non-E&T participants. Costs associated with community college and adult education courses are charged to E&T at the same rate charged to the public. The costs of courses that are free to the public are not included as an E&T cost.
