MBSAC INCREASE
The purpose of this ACL is to inform counties of an increase to the CalWORKs MBSAC levels effective July 1, 2015. The W&I Code Section 11453 requires CalWORKs MBSAC levels to be adjusted annually to reflect any increases or decreases in the cost of living. The Fiscal Year 2015-16 COLA increases the MBSAC and Income-In-Kind (IIK) levels by 2.54 percent. The new MBSAC levels are to be used in determining applicant financial eligibility for those families that apply for CalWORKs on or after July 1, 2015.
The new CalWORKs MBSAC Payment Standards Chart for Regions 1 and 2 is attached to this ACL to assist in implementing these changes. The new IIK levels are included in this chart as these amounts also increased as a result of the MBSAC COLA.
If a County Welfare Department’s (CWD’s) Statewide Automated Welfare System is unable to implement the new MBSAC level in a timely manner for applicants by July 1, 2015, the CWD must take immediate steps to review and correct any

applications denied on or after July 1, 2015, if the sole reason for denial was failure to pass the applicant financial eligibility income test due to the MBSAC or IIK amounts used.
For existing recipients, the MBSAC COLA change is a county-initiated mid-period action; therefore, the new IIK amounts should be used prospectively as soon as timely and adequate notice can be provided.
REFUGEE CASH ASSISTANCE (RCA), ENTRANT CASH ASSISTANCE (ECA) AND TRAFFICKING AND CRIME VICTIMS ASSISTANCE PROGRAM (TCVAP)
These implementation instructions for the MBSAC COLA and the IIK changes shall also apply to RCA, ECA and TCVAP (cash assistance and CalWORKs) applicants and recipients effective July 1, 2015.

ASSEMBLY BILL (AB) 1811 (CHAPTER 35, STATUTES OF 2018);
ALL COUNTY LETTER (ACL) No. 16-64
The purpose of this ACL is to inform the County Welfare Departments (CWDs) of the 2019 CalWORKs MAP increase pursuant to the passage of AB 1811 (Chapter 35, Statutes of 2018) which was signed by the Governor on June 27, 2018. This letter includes instructions to be used in the implementation of the ten percent MAP increase. The CalWORKs MAP increase takes effect on April 1, 2019. This policy change must be automated into the Statewide Automated Welfare Systems (SAWS) by the effective date. If the MAP increase cannot be automated by the effective date, the SAWS must provide CWDs a temporary workaround to ensure that CalWORKs recipients receive the MAP increase no later than their date of issuance in the month of April. CalWORKs and CalFresh recipients must be notified of changes to their CalWORKs grant and the associated impact of the household’s CalFresh benefits no later than March 20, 2019.
The grant increase applies to all CalWORKs cases, regardless of whether the Assistance Unit (AU) lives in Region One or Region Two and regardless of the AU’s Exempt or Non-Exempt status. The CWDs are to treat the grant increase as a mandatory county-initiated mid-period action for Semi Annual Reporting (SAR) and Annual Reporting/Child Only (AR/CO) cases. AB 1811 also provides for further MAP increases in Fiscal Years (FY) 2019–20 and 2020–21, or until the maximum aid payment levels reach 50 percent of the Federal Poverty Level (FPL) for
ACL 18-124 Page Two
the family size that is one greater than the AU. Any increases to MAP levels after July 1, 2018, are contingent upon an appropriation in the annual Budget Act.
INFORMING CalWORKs RECIPIENTS
The California Department of Social Services (CDSS) has provided the attached mass mailer notice (TEMP 2250) for CWDs to send to all CalWORKs recipients that will inform them of the change in state law that increases MAP levels effective April 1, 2019, and the potential decrease to the household’s CalFresh benefits as a result of the increase to their income. The CWDs must begin sending the mailer to all CalWORKs recipients as soon as administratively possible but no later than February 15, 2019. As stated above, CWDs must also send the attached adequate notice of action (NOA) (TM44-315J) to CalWORKs recipients that will provide information specific to their AU’s cash aid amount. CalFresh noticing rules have not changed. AUs with CalFresh benefits affected by the grant increase will receive a separate notice about their CalFresh benefits. The CDSS strongly encourages CWDs to provide a copy of the TEMP 2250 to all new CalWORKs applicants who apply for aid starting in February 2019 through March 2019, to ensure that they are informed about the April 1, 2019, grant increase.
INCOME REPORTING THRESHOLD (IRT)
As a reminder, CWDs must inform recipients of their new IRT any time it changes. Some recipients’ IRTs may change when the MAP increases. CWDs must send those CalWORKs AUs a new SAR 2, AR 2 or other appropriate written notification the CWD uses to inform them of their new IRT. The CDSS will be updating the IRT charts in the near future. As a reminder, per ACL 18-114, CWDs are to use the current IRT until the IRT figures are updated.
FORMS AND NOTICES OF ACTION (NOA)
TEMP 2250 (9/18) – State Law Changes the Maximum Aid Payment Levels for Cash Aid Recipients – This form was created for CWDs to send to all CalWORKs AUs to inform them of the change to the MAP. This is a required form with no substitutes permitted.
TM44-315J (9/18) – NOA message – Ten Percent Grant Increase/Law Change – This NOA message was created to send to cash assistance AUs when their grant will increase due to the MAP increase. Instructions for use of the NOA message are included on the TM44-315J. This message is required with no substitutes permitted to the language. The CWDs may fill in case specific information as instructed.
Required Form - No Substitutes Permitted Forms in this category are required forms that the CWD may not modify or restructure. However, overprinting or reformatting under the conditions outlined in Operations Manual Section 23-400.211, Overprinting Required Forms and Section 23-400.212, Electronic Data Processing (EDP) Modifications, is permitted.

For questions on translated materials, please contact Language Services at (916) 651-8876. Until translations are available, recipients who have elected to receive materials in languages other than English should be sent the English version of the form or notice along with the GEN 1365-Notice of Language Services and a local contact number.
CWDs shall ensure that effective bilingual services are provided. This requirement may be met through utilization of paid interpreters, qualified bilingual employees, and qualified employees of other agencies or community resources. These services shall be provided free of charge to the applicant/recipient. In the event that CDSS does not provide translations of a form, it is the CWD’s responsibility to provide translation services if an applicant or recipient requests them. More information regarding provisions for services to applicants and recipients who are non-English speaking or who have disabilities can be found in MPP Section 21-115.

The county will tell you if your IRT has changed.

MBSAC INCREASE
The purpose of this ACL is to inform counties of an increase to the CalWORKs MBSAC levels effective July 1, 2019. The WIC Section 11453 requires CalWORKs MBSAC levels to be adjusted annually to reflect any increases or decreases in the cost of living. The Fiscal Year 2019-20 COLA increases the MBSAC and Income-In-Kind (IIK) levels by 4.15 percent. The new MBSAC levels are to be used in determining applicant financial eligibility for those families that apply for CalWORKs on or after July 1, 2019.
The new CalWORKs MBSAC Payment Standards Chart for Regions 1 and 2 is attached to this ACL to assist in implementing these changes. The new IIK levels are included in this chart as these amounts also increased as a result of the MBSAC COLA.
ACL 19-47 Page Two
If a County Welfare Department’s (CWD’s) Statewide Automated Welfare System is unable to implement the new MBSAC level in a timely manner for applicants by July 1, 2019, the CWD must take immediate steps to review and correct any applications denied on or after July 1, 2019, if the sole reason for denial was failure to pass the applicant financial eligibility income test due to the MBSAC or IIK amounts used.
For existing recipients, the MBSAC COLA change is a county-initiated mid-period action; therefore, the new IIK amounts should be used prospectively as soon as timely and adequate notice can be provided.
REFUGEE CASH ASSISTANCE (RCA), ENTRANT CASH ASSISTANCE (ECA), AND TRAFFICKING AND CRIME VICTIMS ASSISTANCE PROGRAM (TCVAP)
These implementation instructions for the MBSAC COLA and the IIK changes shall also apply to RCA, ECA, and TCVAP (cash assistance and CalWORKs) applicants and recipients effective July 1, 2019.

SENATE BILL (SB) 80 (CHAPTER 27, STATUTES OF 2019);
ACL No. 18-124
The purpose of this ACL is to inform the County Welfare Departments (CWDs) of the October 2019 CalWORKs MAP increase pursuant to the passage of Senate Bill (SB) 80 (Chapter 27, Statutes of 2019), which was signed by the Governor on June 27, 2019. This letter includes instructions for implementation of the MAP increase. The CalWORKs MAP increase takes effect on October 1, 2019. This policy change must be automated into the Statewide Automated Welfare Systems (SAWS) by the effective date. If the MAP increase cannot be automated by the effective date, the SAWS must provide CWDs a temporary workaround to ensure that CalWORKs recipients receive the MAP increase no later than their date of issuance in the month of October. CalWORKs and CalFresh recipients must be notified of changes to their CalWORKs grant and the associated impact of the household’s CalFresh benefits no later than September 20, 2019.
The grant increase applies to all CalWORKs cases, regardless of whether the Assistance Unit (AU) lives in Region One or Region Two and regardless of the AU’s Exempt or Non-Exempt status. The CWDs are to treat the grant increase as a
ACL 19-73 Page Two
mandatory county-initiated mid-period action for Semi Annual Reporting (SAR) and Annual Reporting/Child Only (AR/CO) cases.
INFORMING CalWORKs RECIPIENTS
The California Department of Social Services (CDSS) has provided the attached mass mailer notice (TEMP 2250) for CWDs to send to all CalWORKs recipients, informing them of the change in state law that increases MAP levels effective October 1, 2019, and the potential decrease to the household’s CalFresh benefits as a result of the increase to their income. The CWDs must begin sending the mailer to all CalWORKs recipients as soon as administratively possible but no later than September 15, 2019. As stated above, CWDs must also send the attached adequate notice of action (NOA) (TM44-315K) to CalWORKs recipients providing information specific to their AU’s cash aid amount. CalFresh noticing rules have not changed. AUs with CalFresh benefits affected by the grant increase will receive a separate notice about their CalFresh benefits. The CDSS strongly encourages CWDs to provide a copy of the TEMP 2250 to all new CalWORKs applicants who apply for aid starting in August 2019 through September 2019, to ensure that they are informed about the October 1, 2019, grant increase.
INCOME REPORTING THRESHOLD (IRT)
As a reminder, CWDs must inform recipients of their new IRT any time it changes. Some recipients’ IRTs may change when the MAP increases. CWDs must send those CalWORKs AUs a new SAR 2, AR 2, AR 2 SAR or other appropriate written notification the CWD uses to inform them of their new IRT. The CDSS will be updating the IRT charts in the near future. As a reminder, per ACL 18-137, CWDs are to use the current IRT until the IRT figures are updated.
FORMS AND NOTICES OF ACTION (NOA)
TEMP 2250 (7/19) – State Law Changes the Maximum Aid Payment Levels for Cash Aid Recipients – This form was created for CWDs to send to all CalWORKs AUs to inform them of the change to the MAP. This is a required form with no substitutes permitted.
TM44-315K (7/19) – NOA message – Grant Increase/Law Change – This NOA message was created to send to cash assistance AUs when their grant will increase due to the MAP increase. Instructions for use of the NOA message are included on the TM44-315K. This message is required with no substitutes permitted to the language. The CWDs may fill in case specific information as instructed.
Required Form - No Substitutes Permitted Forms in this category are required forms that the CWD may not modify or restructure.

For camera-ready copies in English, contact the Forms Management Unit at fmudss@dss.ca.gov. If your office has internet access you may obtain these publications from the CDSS Forms and Publications webpage. When all translations are completed per Manual of Policies and Procedures (MPP) Section 21-115.2, they are posted on an on-going basis on the CDSS Translated Forms and Publications webpage.

MBSAC INCREASE
The purpose of this All County Letter (ACL) is to inform counties of an increase to the CalWORKs MBSAC levels effective July 1, 2020. The WIC Section 11453 requires CalWORKs MBSAC levels to be adjusted annually to reflect any increases or decreases in the cost of living. The Fiscal Year 2020-21 COLA increases the MBSAC and Income- In-Kind (IIK) levels by 3.72 percent. The new MBSAC levels are to be used in determining applicant financial eligibility for those families that apply for CalWORKs on or after July 1, 2020.
The new CalWORKs MBSAC Payment Standards Chart for Regions 1 and 2 is attached to this ACL to assist in implementing these changes. The new IIK levels are included in this chart as these amounts also increased as a result of the MBSAC COLA.
If a County Welfare Department’s (CWD’s) Statewide Automated Welfare System is unable to implement the new MBSAC level in a timely manner for applicants by July 1, 2020, the CWD must take immediate steps to review and correct any applications denied on or after July 1, 2020, if the sole reason for denial was failure to pass the applicant financial eligibility income test due to the MBSAC or IIK amounts used.
All County Letter No. 20-60 Page Two
For existing recipients, the MBSAC COLA change is a county-initiated mid-period action; therefore, the new IIK amounts should be used prospectively as soon as timely and adequate notice can be provided.
REFUGEE CASH ASSISTANCE (RCA), ENTRANT CASH ASSISTANCE (ECA), AND TRAFFICKING AND CRIME VICTIMS ASSISTANCE PROGRAM (TCVAP)
These implementation instructions for the MBSAC COLA and the IIK changes shall also apply to RCA, ECA, and TCVAP (cash assistance and CalWORKs) applicants and recipients effective July 1, 2020.

The purpose of this All County Letter (ACL) is to inform the County Welfare Departments (CWDs) of an increase to the CalWORKs MAP pursuant to the passage of Assembly Bill (AB) 135 (Chapter 85, Statutes of 2021), which was signed by the Governor on July 16, 2021. The CalWORKs MAP increase takes effect on October 1, 2021. This letter includes instructions to be used in the implementation of the 5.3 percent MAP increase and information regarding the effect the MAP increase may have on participants in the SB 380 Child Support in Lieu of CalWORKs Grant Option.
This policy change must be automated into the Statewide Automated Welfare Systems (SAWS) by the effective date to ensure recipients receive the correct amount of assistance they are entitled to. If the MAP increase and change to the Child MAP figures cannot be automated by the effective date, the SAWS must provide CWDs a temporary manual process to ensure that CalWORKs recipients receive the MAP increase no later than their date of issuance in the month of October and the correct Child MAP figures are applied when determining eligibility for the Child Support in Lieu

of CalWORKs Grant Option. CalFresh recipients must receive notification of any negative changes to their household’s CalFresh benefits no later than September 20, 2021 to meet (10-day) timely noticing regulations per 7 CFR 273.13(a)(1).
The AB 85 redistributed funds to counties for CalWORKs expenditures and established the Child Poverty and Family Supplemental Support (CPFSS) Subaccount within the Sales Tax Account of the Local Revenue Fund to support CalWORKs grant increases. The cost of the 5.3 percent grant increase will be funded with revenues deposited into the CPFSS Subaccount. Any remaining amounts in the subaccount will be carried over to future fiscal years. The growth revenues deposited into the CPFSS Subaccount will be monitored to determine if funding remains sufficient for the following fiscal year and thereafter.
Each year the subaccount will also be monitored to determine if funds are sufficient to allow an additional increase to the MAP. If funds are sufficient, the increase would take effect on October 1st of that year. If funds are not sufficient to support an increase, no change to the MAP will occur. The California Department of Social Services (CDSS) will notify CWDs in advance of any future grant increases.
INFORMING CALWORKS RECIPIENTS
The California Department of Social Services (CDSS) has provided the attached mass mailer notice (TEMP 2250) for CWDs to send to all CalWORKs recipients, informing them of the change in state law that increases MAP levels effective October 1, 2021, and the potential decrease to the household’s CalFresh benefits as a result of the increase to their income. The CWDs must begin sending the mailer to all CalWORKs recipients as soon as administratively possible but no later than September 1, 2021. As stated above, CWDs must also send the attached adequate notice of action (NOA) (TM44-315L) to CalWORKs recipients providing information specific to their AU’s cash aid amount.
CalFresh noticing rules have not changed. AUs with CalFresh benefits affected by the grant increase will receive a separate notice about their CalFresh benefits. The CDSS strongly encourages CWDs to provide a copy of the TEMP 2250 to all new CalWORKs
All County Letter No. 21-87 Page Three
applicants who apply for aid starting in August 2021 through October 2021, to ensure that they are informed about the October 1, 2021, grant increase.
UPDATED CHILD MAP CHARTS
The Child MAP charts are used in determining eligibility for participation in SB 380 Child Support in Lieu of CalWORKs Grant Option. CDSS developed the Child MAP charts showing the Child MAP by region, AU size and exempt/non-exempt AU’s for single child and multi-child participation. CWDs use the figures in the Child MAP charts to determine if child support received on behalf of a child is greater than the amount of aid the child is eligible for. This is one criterion required for participation in the option.
The Child MAP charts need to be updated when there is either an increase in the child support disregard or if there is an increase in CalWORKs MAP. The attached Child MAP charts have been updated to reflect the statewide MAP increase effective October 1st, 2021 through December 31, 2021. The CWD will need to use the updated figures in the Child MAP chart to determine whether the participating child is still eligible for the SB 380 option.
The CWD will determine this eligibility step by comparing the current amount of child support the child receives with the updated figures in the Child MAP charts. If the amount of child support the child receives is greater than the figure in the updated chart, then the child is still eligible. As stated in ACL 20-109, page seven, under the County Initiated Mid-Period Actions section, if the child support received for the child is no longer more than the Child MAP figure, the CWD shall not add the child back to the AU’s grant if it is not the SAR 7 or annual redetermination month for the AU.
The CWD may add the child back to the grant mid-period at the request of the parent/caretaker relative because the child support is no longer more than the amount the child would receive in cash aid. If at the next SAR or annual redetermination, whichever occurs first, the child support is still below the Child MAP figure, and the parent/caretaker relative has not already made the request, the CWD shall add the child back to the AU’s grant.
The CWD will also use the updated Child MAP charts prospectively in determining eligibility when a parent/caretaker relative elects to have a CalWORKs eligible child in their home participate in the option.

FORMS AND TRANSLATIONS
For general questions about forms, contact the CDSS Forms Management Unit at fmudss@dss.ca.gov. You may obtain these forms from the CDSS webpage at: CDSS Forms and Brochures Website.
For questions on translated materials, please contact the CDSS Language Services at (916) 651-8876. CWDs are required to provide CDSS translation to applicants and recipients in their primary languages when they are or become available. Until translations are available, recipients who have elected to receive materials in languages other than English must be sent the English version of the form or notice along with the GEN 1365 - Notice of Language Services and a local contact number.
The CWDs shall ensure that effective bilingual services are provided. When the percentage of non-English cases in a program and/or office location is less than five percent, this requirement may be met through utilization of paid interpreters, qualified bilingual employees, and qualified employees of other agencies or community resources. When the percentage of non-English cases in a program and/or office location is equal to or more than five percent, the CWD must assign a sufficient number of qualified bilingual employees to public contact positions in that program or location, as calculated pursuant to MPP Section 21-115.1. Language services shall be provided free of charge to the applicant/recipient.
More information regarding languages services, which includes both interpretation and translations, can be found in MPP Section 21-115.

MESSAGE:
As of October 1, 2021, the County is changing your cash aid from $________ to $________.
Here's why:
State Law has changed. The maximum aid payment has gone up by 5.3 percent.
If you think there is a mistake in the amount of your cash aid, or if you have problems other than with the new law you can ask for a state hearing. The back of this notice tells you how.
Your new cash aid amount is figured on this notice.
The county will tell you if your IRT has changed.
INSTRUCTIONS: Use to change the grant amount to apply the 5.3 percent grant increase effective October 1, 2021. For Counties who show the IRT on the NOA you may replace, “The County will tell you if you’re IRT has changed” with the IRT language and information used on your grant NOAs. Print message on NA 200 with budget in right column for those who have no income or who are paid once monthly. Use the NA 1239 for all other AUs with income that fluctuates during the month or get paid weekly/bi-weekly etc.

CWDs shall use the figures noted as “child MAP” to determine if the amount of child support is greater than the amount the child would receive for CalWORKs (Please note for simplicity CDSS made the decision that income would not be a factor and a straight MAP would be used). If the amount of child support received is greater than the “child MAP” for the child’s AU size with the child included, region and AU type, the child is able to participate in SB 380 if all other conditions are met.
Example 1, child resides in region 1. The AU size would be 3 with the child included. It is a non-exempt AU so the base child MAP for the child is $192.00, adding the $50.00 child support “pass through” or “disregard”, the total child MAP is $242.00. The child receives $300.00 in child support. Therefore, the child can participate if they meet the other required conditions because they receive more than $242.00 in child support.
Example 2, same scenario as above except the child receives only $150.00 in child support. The child cannot participate because the child support is less than the $242.00 child MAP.

Counties shall use the figures noted as “Child MAP” to determine if the amount of child support is greater than the amount the child would receive for CalWORKs when the parent/caretaker relative has requested to have more than one child participate in SB 380 (Please note for simplicity the California Department of Social Services made the decision that income would not be a factor and a straight MAP would be used). If the amount of child support received is greater than the “Child MAP” for the child’s AU size with the child included, region and AU type, the child may participate in SB 380 if all other conditions are met. Counties and the parent/caretaker relative may use the child support received by each child to determine who to assign as child 1, child 2 etc., when the children are opting into SB 380 at the same time based on the amount of child support it takes to meet the eligibility threshold for the child in the AU size/type/region and assignment of child order (child 1, child 2 etc.).

The purpose of this All County Letter (ACL) is to inform the County Welfare Departments (CWDs) of an 11 percent permanent increase and a 10 percent temporary increase to CalWORKs MAP levels pursuant to the passage of Senate Bill (SB) 187 (Chapter 50, Statutes of 2022), which was signed by the Governor on June 30, 2022. The CalWORKs MAP increases take effect on October 1, 2022. This letter includes instructions to be used in the implementation of both the 11 percent MAP increase and the temporary 10 percent MAP increase, as well as information regarding the effect the MAP increase may have on participants in the Child Support in Lieu of CalWORKs Grant Option.
This policy change must be automated into the Statewide Automated Welfare Systems (SAWS) by the effective date to ensure recipients receive the correct amount of assistance they are entitled to. If the MAP increases and changes to the Child MAP figures cannot be automated by the effective date, the SAWS must provide CWDs a temporary manual process to ensure that CalWORKs recipients receive the MAP increase no later than their date of issuance in the month of October. In addition, CWDs must be provided with a
All County Letter No. 22-60 Page Two
temporary manual process to correctly determine eligibility for the Child Support in Lieu of CalWORKs Grant Option until automation is in place. CalFresh recipients must receive notification of any negative changes to their household’s CalFresh benefits no later than September 20, 2022 to meet (10-day) timely noticing regulations.
11 PERCENT MAP INCREASE
The AB 85 redistributed funds to counties for CalWORKs expenditures and established the Child Poverty and Family Supplemental Support (CPFSS) Subaccount within the Sales Tax Account of the Local Revenue Fund to support CalWORKs grant increases. The cost of the 11 percent grant increase will be funded with revenues deposited into the CPFSS Subaccount.
If funds are sufficient, the increase will take effect on October 1st of that year. If funds are not sufficient to support an increase, no change to the MAP will occur. The California Department of Social Services (CDSS) will notify CWDs in advance of any future grant increases.
10 PERCENT TEMPORARY MAP INCREASE
In addition to the fixed 11 percent increase in AB 85, SB 187 further temporarily increases the MAP by an additional 10 percent until September 30, 2024. The 11 percent MAP increase and the temporary 10 percent MAP increase will be compounded. The result of this compounded increase is that the effective MAP increase beginning October 1, 2022 will be 22.1 percent greater than the MAP level for the month of September 2022.
For example, the September 1, 2022 Exempt MAP for an Assistance Unit (AU) of 3 in Region 1 is $1,035. The new MAP will be calculated as followed:
1. ($1,035 x 11%) + $1,035 = $1,149; 2. ($1,149 x 10%) + $1,149 = $1,264.
The Exempt MAP for an AU of 3 in Region 1 is $1,264 beginning October 1, 2022 and is effectively a 22.1 percent increase over the MAP from the prior month.
The attachments include the CalWORKs Payment Standards effective October 1, 2022, and for informational purposes, includes the standards without the temporary 10 percent increase.
All County Letter No. 22-60 Page Three
COUNTY-INITIATED MID-PERIOD ACTION
The grant increases apply to all CalWORKs cases, regardless of whether the AU lives in Region 1 or Region 2 and regardless of the AU’s Exempt or Non-Exempt status. The CWDs are to treat the grant increase as a mandatory county-initiated mid-period action for Semi Annual Reporting (SAR) and Annual Reporting/Child Only (AR/CO) cases.
INFORMING CALWORKS RECIPIENTS
The California Department of Social Services (CDSS) has provided the attached mass mailer notice (TEMP 2250) for CWDs to send to all CalWORKs recipients, informing them of the change in state law that increases MAP levels effective October 1, 2022, and the potential decrease to the household’s CalFresh benefits as a result of the increase to their income. The CWDs must begin sending the mailer to all CalWORKs recipients as soon as administratively possible but no later than September 1, 2022. As stated above, CWDs must also send the attached adequate notice of action (NOA) (TM44-315M) to CalWORKs recipients providing information specific to their AU’s cash aid amount.
CalFresh noticing rules have not changed. AUs with CalFresh benefits affected by the grant increase will receive a separate notice about their CalFresh benefits. As a reminder, ACL 21-101 provides guidance on mid-period actions for CalFresh. Information regarding CalWORKs grant changes is considered Verified Upon Receipt (VUR) for CalFresh purposes. The CDSS strongly encourages CWDs to provide a copy of the TEMP 2250 to all new CalWORKs applicants who apply for aid starting in August 2022 through October 2022, to ensure that they are informed about the October 1, 2022, grant increased.
UPDATED CHILD MAP CHARTS
The Child MAP charts are used in determining eligibility for participation in the Child Support in Lieu of CalWORKs Grant Option. CDSS developed the Child MAP charts showing the Child MAP by region, AU size and exempt/non-exempt AU’s for single child and multi-child participation. CWDs use the figures in the Child MAP charts to determine if child support received on behalf of a child is greater than the amount of aid for which the child is eligible. This is one criterion required for participation in the option.
The Child MAP charts need to be updated when there is either an increase in the child support disregard or if there is an increase in CalWORKs MAP. The attached Child MAP charts have been updated to reflect the statewide MAP increase effective October 1, 2022. The CWD will need to use the updated figures in the Child MAP chart to determine whether the participating child is still eligible for the option.
The CWD will determine this eligibility step by comparing the current amount of child support the child receives with the updated figures in the Child MAP charts. If the amount of child support the child receives is greater than the figure in the updated chart, then the
All County Letter No. 22-60 Page Four
child is still eligible. As stated in MPP Section 82-507.5, if the child support received for the child is no longer more than the Child MAP figure, the CWD shall not add the child back to the AU’s grant if it is not the SAR 7 or annual redetermination month for the AU.
FORMS AND NOTICES OF ACTION

CWDs shall use the figures noted as “Child MAP” to determine if the amount of child support is greater than the amount the child would receive for CalWORKs (Please note for simplicity, income would not be a factor and a straight MAP would be used).
If the amount of child support received is greater than the “Child MAP” for the child’s AU size with the child included, region and AU type, the child is able to participate in Child Support in Lieu of CalWORKs Grant if all other conditions are met.
Example 1, child resides in region 1. The AU size would be 3 with the child included. It is a non-exempt AU so the base Child MAP for the child is $264.00, adding the $200.00 child support “pass through” or “disregard”, the total child MAP is $464.00. The child receives $500.00 in child support. Therefore, the child can participate if they meet the other required conditions because they receive more than $464.00 in child support.
Example 2, same scenario as above except the child receives only $350.00 in child support. The child cannot participate because the child support is less than the $464.00 child MAP.

If the amount of child support received is greater than the “Child MAP” for the child’s AU size with the child included, region and AU type, the child may participate in Child Support in Lieu of CalWORKs Grant Option if all other conditions are met. Counties and the parent/caretaker relative may use the child support received by each child to determine who to assign as child 1, child 2 etc., when the children are opting into Child Support in Lieu of CalWORKs Grant Option at the same time based on the amount of child support it takes to meet the eligibility threshold for the child in the AU size/type/region and assignment of child order (child 1, child 2 etc.).

SUBJECT: CALIFORNIA WORK OPPORTUNITY AND RESPONSIBILITY TO KIDS, REFUGEE CASH ASSISTANCE, ENTRANT CASH ASSISTANCE, AND TRAFFICKING AND CRIME VICTIMS ASSISTANCE PROGRAM, CHANGES TO VEHICLE VALUE LIMITS FOR FAMILIES
REFERENCE: SENATE BILL (SB) 80 (CHAPTER 440, STATUTES OF 2019); WELFARE AND INSTITUTIONS CODE (W&IC) SECTION 11155 AND W&IC SECTION 11257; MANUAL POLICIES AND PROCEDURES (MPP) SECTION 42-207, MPP SECTION 42- 215.4, MPP SECTION 69-201.4, MPP SECTION 69-301 AND MPP SECTION 70-105; ALL COUNTY LETTER (ACL) NO. 13-111, ACL NO. 18-76 AND ACL NO. 19-67.
The purpose of this letter is to inform all County Welfare Departments (CWDs) of the increase to the vehicle value limit for the California Work Opportunity and Responsibility to Kids (CalWORKs), Refugee Cash Assistance (RCA), Entrant Cash Assistance (ECA), and Trafficking and Crime and Victims Assistance Programs (TCVAP), effective July 1, 2023. The W&IC Sections 11155 and 11257 require the CalWORKs program to adjust the maximum vehicle limit in accordance with the United States (U.S.) Transportation Consumer Price Index for All Urban Consumers (CPI-U), as published by the U.S. Department of Labor, Bureau of Labor Statistics.
All County Letter No. 23-47 Page Two
VEHICLE’S VALUE INCREASE
Effective July 1, 2023, the maximum value allowed for non-exempt vehicles will increase by both the 2022 and the 2023 increases to the CPI-U since the CDSS did not release guidance in 2022 to increase the vehicle asset limit. Therefore, the vehicle asset limit will be increased by 25.75 percent, reflecting compounded rate increases to the CPI-U of 21.09 percent in 2022 and an additional 3.85 percent in 2023.
The new maximum non-exempt vehicle value limit is $32,045, effective July 1, 2023. The equity value for each motor vehicle in excess of $32,045 will be counted towards the maximum asset limit for CalWORKs, for applicant and recipient cases. Furthermore, CWDs must not apply the increase to the vehicle asset limit retroactively.
Future increase to the maximum CalWORKs non-exempt vehicle value limit will occur annually on July 1, if there is an increase to the CPI-U.
REFUGEE CASH ASSISTANCE/ ENTRANT CASH ASSISTANCE AND TRAFFICKING AND CRIME VICTIMS ASSISTANCE PROGRAM
The RCA, ECA, and TCVAP cash assistance programs follow the CalWORKs administrative rules with certain exceptions. Pursuant to MPP Section 69-201.4, CalWORKs program regulations apply to financial eligibility and payments for the RCA program, unless specifically superseded by RCA regulations. Unless otherwise provided, ECA and TCVAP recipients must be provided cash assistance under the same conditions and to the same extent as the RCA program per MPP Sections 69-301 and 70-105, respectively. These implementation instructions for the vehicle maximum allowed non-exempt value increase shall also apply to RCA/ECA and TCVAP applicants and recipients.
AUTOMATION
The Statewide Automated Welfare System (SAWS) will perform the necessary automation to increase the vehicle value limit based on the CPI-U increase effective July 1, 2023.

EXECUTIVE SUMMARY
ALL COUNTY LETTER NO. 23-74
This All County Letter provides County Welfare Departments with guidance related to implementation of the California Work Opportunity and Responsibility to Kids Maximum Aid Payment increase effective October 1, 2023, pursuant to Assembly Bill 120 (Chapter 43, Statutes of 2023).
August 30, 2023
ALL COUNTY LETTER NO. 23-74
TO: ALL COUNTY WELFARE DIRECTORS ALL COUNTY CALWORKS PROGRAM SPECIALISTS ALL CALFRESH PROGRAM SPECIALISTS ALL COUNTY REFUGEE COORDINATORS ALL COUNTY CONSORTIA REPRESENTATIVES
SUBJECT: CALIFORNIA WORK OPPORTUNITY AND RESPONSIBILITY TO KIDS (CALWORKS): INCREASE TO THE MAXIMUM AID PAYMENT (MAP) LEVELS EFFECTIVE OCTOBER 1, 2023
REFERENCE: WELFARE & INSTITUTIONS CODE (WIC) SECTION 11450, WIC SECTION 11450.022, WIC SECTION 11450.025, WIC SECTION 11452, AND WIC SECTION 11453; ASSEMBLY BILL (AB) 120 (CHAPTER 43, STATUTES OF 2023), AB 85 (CHAPTER 24, STATUTES OF 2013) AND SENATE BILL (SB) 187 (CHAPTER 50, STATUTES OF 2022); MANUAL OF POLICIES AND PROCEDURES (MPP) SECTION 82-507; ALL COUNTY LETTER (ACL) NO. 22-60
The purpose of this letter is to provide guidance to County Welfare Departments (CWDs) regarding implementation of the provisions of Assembly Bill (AB) 120 (Chapter 43, Statutes of 2023) related to CalWORKs MAP level increases. AB 120, signed by the Governor on July 10, 2023, increases CalWORKs MAP levels by 3.6 percent effective October 1, 2023. Additionally, AB 120 removed the sunset date for the temporary 10 percent MAP increase previously implemented by Senate Bill (SB) 187 (Chapter 50, Statute of 2022), thereby making the 10 percent MAP increase permanent. This letter also includes information regarding the effect the MAP increase may have on participants of the Child Support in Lieu of CalWORKs Grant Option.
These policy changes must be automated into the California Statewide Automated Welfare Systems (CalSAWS) by October 1, 2023, to ensure CalWORKs grant amounts are accurate. If the MAP increases and changes to the Child MAP figures cannot be automated by the effective date, CalSAWS must provide CWDs with a temporary manual process to ensure that recipients receive the MAP increase no later than their date of issuance in the
All County Letter No. 23-74 Page Two
month of October, and to ensure the CWD may correctly determine eligibility for the Child Support in Lieu of CalWORKs Grant Option until automation is in place. CalFresh recipients must receive notification of any negative changes to their households’ CalFresh benefits as a result of the MAP increase no later than September 20, 2023, in order to meet 10-day timely noticing requirements.
3.6 PERCENT MAP INCREASE
AB 85 redistributed funds to counties for CalWORKs expenditures and established the Child Poverty and Family Supplemental Support (CPFSS) Subaccount within the Sales Tax Account of the Local Revenue Fund to support CalWORKs grant increases. The cost of the 3.6 percent grant increase will be funded with revenues deposited into the CPFSS Subaccount and any remaining amounts in the subaccount will be carried over to future fiscal years. The growth revenues deposited into the CPFSS Subaccount will be monitored to determine if funding remains sufficient for the following fiscal year and thereafter, and whether it allows for an additional increase to the MAP. If funds are sufficient, the increase will take effect on October 1st of that year. If funds are not sufficient to support an increase, no change to the MAP will occur.
10 PERCENT MAP INCREASE MADE PERMANENT
The 10 percent temporary MAP increase, authorized by SB 187 and implemented by ACL 22-60, was scheduled to sunset on September 30, 2024. However, AB 120 removed the sunset date for this increase, thereby making it permanent. The MAP charts included in this letter reflect this change.
COUNTY-INITIATED MID-PERIOD ACTION
MAP increases apply to all CalWORKs cases, regardless of whether the Assistance Unit (AU) lives in Region 1 or Region 2 and regardless of the AU’s Exempt or Non-Exempt status. CWDs are to treat the grant increase as a mandatory county-initiated mid-period action for Semi Annual Reporting (SAR) and Annual Reporting/Child Only (AR/CO) cases.
INFORMING CALWORKS RECIPIENTS
The CWD must send a TEMP 2250 (08/23) – State Law Changes the Maximum Aid Payment Levels for Cash Aid Recipients to all CalWORKs recipients, informing them of MAP level increases effective October 1, 2023, and the potential decrease to the household’s CalFresh benefits as a result of the increase to their income. The CWD must begin sending the TEMP 2250 to all CalWORKs recipients as soon as administratively possible but no later than September 1, 2023. The CWD must also send the adequate notice of action (NOA) message, TM44-315N (07/23), to CalWORKs recipients providing information specific to their AU’s cash aid amount.
The CDSS strongly encourages the CWD to provide a copy of the TEMP 2250 to
All County Letter No. 23-74 Page Three
all new CalWORKs applicants who apply for aid between August 2023 through October 2023, to ensure that they are informed of the October 1, 2023, grant increase.
FORMS AND NOTICES OF ACTION
TEMP 2250 (08/23) – State Law Changes the Maximum Aid Payment Levels for Cash Aid Recipients – The CWD must send this form to all CalWORKs AUs to inform them of MAP level changes. This is a required form with no substitutes permitted.
TM44-315N (07/23) – NOA Message – Grant Increase/Law Change – The CWD must use this NOA message when CalWORKs recipients’ grants will increase due to the MAP change. Instructions for use of the NOA message are included on the TM44-315N. This message is required with no substitutes permitted to the language. The CWD must fill in case-specific information as instructed.
Required Form – No Substitutes Permitted
Both the TEMP 2250 and the TM44-315N are Required Forms – No Substitutes Permitted. Forms in this category are required forms that the CWD may not modify or restructure. However, overprinting or reformatting under the conditions outlined in Operations Manual Section 23-400.211, Overprinting Required Forms, and Section 23- 400.212, Electronic Data Processing (EDP) Modifications, is permitted.
UPDATED CHILD MAP CHARTS
The Child MAP charts are used in determining eligibility for participation in the Child Support in Lieu of CalWORKs Grant Option. CDSS developed the Child MAP charts showing the Child MAP by region, AU size, and exempt/non-exempt AUs for single child and multi-child participation. The CWD uses figures in the Child MAP charts to determine if child support received on behalf of a child is greater than the amount of aid the child is eligible for, as this is one criterion required for participation in the option.
The attached Child MAP charts have been updated to reflect the statewide MAP increase effective October 1, 2023. The CWD must compare the current amount of child support the child receives with the updated figures in the Child MAP charts to determine whether the participating child is still eligible for the Child Support in Lieu of CalWORKs Grant Option. If the amount of child support the child receives is greater than the figure in the updated chart, then the child is still eligible. In accordance with MPP Section 82-507.5, if the child support received for the child no longer exceeds the Child MAP figure, the CWD must not add the child back to the AU’s grant if it is not the SAR 7 or annual redetermination month for the AU.
The CWD may add the child back to the grant mid-period at the request of the parent/caretaker relative if the child support is no longer more than the amount the child would receive in cash aid. If, at the next SAR or annual redetermination, whichever occurs first, the child support is still below the Child MAP figure and the parent/caretaker relative has not already made the request, the CWD must add the child back to the AU’s grant.

COPIES AND TRANSLATIONS
Forms referenced in this letter are available on the CDSS Forms/Brochures webpage. When CDSS completes all translations of a form, they are posted on the Translated Forms and Publications webpage. When made available by CDSS, forms translated into an individual’s preferred language must be provided to the individual pursuant to Manual of Policies and Procedures (MPP) Section 21-115.2. For questions on translated materials, please contact Language Services at (916) 651-8876. If translations are not available, recipients who have elected to receive materials in languages other than English should be sent the English version of the form or notice along with the GEN 1365-Notice of Language Services and a local contact number. Per Government Code Section 7290, et seq., the CWD must ensure that effective bilingual services are provided. This requirement may be met through utilization of paid interpreters, qualified bilingual employees, and qualified employees of other agencies or community resources. These services must be provided, free of charge, to the applicant/recipient. If CDSS does not provide translations of a form, it is the county’s responsibility to read and interpret the form if an applicant or recipient requests it. Additionally, the CWD must provide auxiliary aids and services to persons who are deaf or hearing impaired, or persons with impaired speech, vision, or manual skills, where applicable. More information regarding provisions for services to applicants and recipients who have limited English proficiency or who have disabilities can be found in MPP Section 21-115 and ACL 19-45.
CLAIMING INSTRUCTIONS
Impacted claims reflecting the appropriate estimated sharing ratios as a result of this MAP increase will be released in a forthcoming County Fiscal Letter.

Example 1, the child resides in Region 1. The AU size would be 3 with the child included. It is a non-exempt AU so the base Child MAP for the child is $244.00, adding the $200.00 child support “passthrough” or “disregard”, the total child MAP is $444.00. The child receives $450.00 in child support. Therefore, the child can participate if they meet the other required conditions because they receive more than $444.00 in child support.
Example 2, same scenario as above except the child receives only $350.00 in child support. The child cannot participate because the child support is less than the $444.00 child MAP.

Counties shall use the figures noted as “Child MAP” to determine if the amount of child support is greater than the amount the child would receive for CalWORKs when the parent/caretaker relative has requested to have more than one child participate in Child Support in Lieu of CalWORKs Grant Option (Please note for simplicity the California Department of Social Services made the decision that income would not be a factor and a straight MAP would be used).

ALL COUNTY CALWORKS PROGRAM SPECIALISTS
ALL CALFRESH PROGRAM SPECIALISTS
ALL COUNTY REFUGEE COORDINATORS
ALL COUNTY CONSORTIA REPRESENTATIVES
SUBJECT: COST OF LIVING ADJUSTMENT INCREASE TO THE MINIMUM BASIC STANDARD OF ADEQUATE CARE AND INCOME IN-KIND LEVELS FOR CALIFORNIA WORK OPPORTUNITY AND RESPONSIBILITY TO KIDS, REFUGEE CASH ASSISTANCE, ENTRANT CASH ASSISTANCE, AND THE TRAFFICKING AND CRIME VICTIMS ASSISTANCE PROGRAM
REFERENCE: WELFARE & INSTITUTIONS CODE SECTIONS 11450, 11452, AND 11453; MANUAL OF POLICIES AND PROCEDURES SECTIONS 69-201.4, 69-301, AND 70-105; ALL COUNTY LETTER NO. 23-48
The purpose of this All County Letter (ACL) is to inform County Welfare Departments (CWD) of a 4.32 percent Cost of Living Adjustment (COLA) to the Minimum Basic Standard of Adequate Care (MBSAC) and Income In-Kind (IIK) levels effective July 1, 2024, for the California Work Opportunity and Responsibility to Kids (CalWORKs), Refugee Cash Assistance (RCA), Entrant Cash Assistance (ECA), and the Trafficking and Crime Victims Assistance Program (TCVAP).
The Welfare and Institutions Code (W&IC) Section 11453 requires CalWORKs MBSAC levels to be adjusted annually to reflect any increases or decreases in the cost of living.
The new MBSAC levels provided via this letter are to be used in determining applicant financial eligibility for families that apply for CalWORKs on or after July 1, 2024. The new CalWORKs MBSAC Payment Standards chart for Regions 1 and 2 is attached to this ACL to assist in implementing these changes. The new IIK levels are included in this chart as these amounts also increased because of the MBSAC COLA.
All County Letter No. 24-37 Page Two
The Statewide Automated Welfare System (SAWS) will be updated to reflect the new MBSAC and IIK levels. If the SAWS is unable to implement the new MBSAC level by July 1, 2024, the CWD must review and correct any applications denied on or after July 1, 2024, if the sole reason for denial was failure to pass the applicant financial eligibility income test due to the MBSAC or IIK amounts used.
For existing recipients, the MBSAC COLA change is a county-initiated mid-period action; therefore, the new IIK amounts must be used prospectively as soon as timely and adequate notice can be provided.
REFUGEE CASH ASSISTANCE, ENTRANT CASH ASSISTANCE, AND TRAFFICKING AND CRIME VICTIM’S ASSISTANCE PROGRAM
The instructions provided in this letter also apply to RCA/ECA and TCVAP applicants and recipients. The RCA, ECA, and TCVAP cash assistance programs follow CalWORKs administrative rules with limited exceptions. Pursuant to MPP Section 69- 201.4, CalWORKs regulations apply to financial eligibility and payments for the RCA program, unless specifically superseded by RCA regulations. Unless otherwise provided, ECA and TCVAP recipients must be provided cash assistance under the same conditions and to the same extent as the RCA program per MPP Sections 69-301 and 70-105, respectively.

All County Letter No. 26-38 Page Two VEHICLE’S VALUE INCREASE Welfare and Institutions Code (WIC) Sections 11155 and 11257 require the CalWORKs program to adjust the maximum vehicle limit in accordance with the United States (U.S.) Transportation Consumer Price Index for All Urban Consumers (CPI-U), as published by the U.S. Department of Labor, Bureau of Labor Statistics. Effective July 1, 2026, the maximum value allowed for non-exempt vehicles will increase by 0.38 percent, per the increase reflected in the CPI-U. The new maximum non-exempt vehicle value limit will be $33,626. The equity value for each motor vehicle more than $33,626 will be counted towards the maximum asset limit for CalWORKs applicants and recipients. Future increases to the maximum CalWORKs non-exempt vehicle value limit will occur annually on July 1, if there is an increase to the CPI-U. The CW 80 helps counties determine whether the value of a motor vehicle is exempt from the vehicle limit. The CW 80 also helps the counties determine the equity value of the motor vehicle. If the equity value of the vehicle exceeds the annual equity value limit, then the excess must be counted toward the family’s CalWORKs resource limit. A complete CW 80 must be saved in the case file for every vehicle reported by the family. Welfare and Institutions Code (WIC) Section 11453 requires CalWORKs MBSAC levels to be adjusted annually to reflect any increases or decreases in the cost of living. The new MBSAC levels provided via this letter are to be used in determining applicant financial eligibility for families that apply for CalWORKs on or after July 1, 2026.
All County Letter No. 26-39 Page Two The new CalWORKs MBSAC Payment Standards chart for Regions 1 and 2 is attached to this ACL to assist in implementing these changes. The new IIK levels are included in this chart as these amounts also increased because of the MBSAC COLA. The California Statewide Automated Welfare System (CalSAWS) will be updated to reflect the new MBSAC and IIK levels. If CalSAWS is unable to implement the new MBSAC level by July 1, 2026, then the HHSAs must review and correct any applications denied on or after July 1, 2026, if the sole reason for denial was failure to pass the applicant financial eligibility income test due to the MBSAC or IIK amounts used. For existing recipients, the MBSAC COLA change is a county-initiated mid-period action; therefore, the new IIK amounts must be used prospectively as soon as timely and adequate notice can be provided. REFUGEE CASH ASSISTANCE, ENTRANT CASH ASSISTANCE, AND TRAFFICKING AND CRIME VICTIMS ASSISTANCE PROGRAM The instructions provided in this letter also apply to RCA program, ECA program and TCVAP applicants and recipients. The RCA, ECA, and TCVAP cash assistance programs follow CalWORKs administrative rules with limited exceptions. Except otherwise provided, ECA program and TCVAP cash assistance recipients must be provided cash assistance under the same conditions and to the same extent as the RCA program per MPP Sections 69-301 and 70-105, respectively.
