Revised California WIC Policy and Procedure Manual Page 1 of 2 February 10, 2026 PURPOSE: To ensure accountability and maintain the integrity of the Farmers’ Market Nutrition Program (FMNP) benefits when provided to local agencies (LAs) for distribution. POLICY: I. LAs are responsible for the security, integrity, and accountability of FMNP benefits. LAs must: A. Allocate FMNP benefits appropriately to their sites. B. Issue FMNP benefits to eligible families. C. Use CDPH/WIC developed queries and reports to monitor FMNP benefit inventory, management and oversight to ensure maximum issuance. PROCEDURES: I. Allocating, issuing, and transferring FMNP benefits. A. Allocating FMNP benefits to LA sites. 1. Authorized LA staff must allocate the FMNP benefits to sites in WIC WISE Admin module. 2. Follow the procedures in Allocating FMNP Benefits job aid. 3. Cooperate with CDPH/WIC in mid-season with benefit inventory status updates to best manage/redistribute available benefits statewide. B. Issuing FMNP benefits to families. 1. Provide and document the completion of FMNP Benefit Use and Nutrition Education contact prior to issuing FMNP benefits. Refer to WPPM 800-20, WPPM 800-30, and the Documenting FMNP Education job aid. 2. Issue FMNP benefits to families from the individual site. LA staff must log into the individual site where the benefits are assigned to issue benefits. Refer to Issuing and Voiding FMNP Benefits job aid. C. Transferring FMNP benefits from one site to another site. 1. LA staff can transfer unissued FMNP benefits from one site to another within the same LA on the Site Allocation screen by: a. Increasing or decreasing the number of families allocated to each site. D. Transferring FMNP benefits from one LA to another LA. 1. Transferring of FMNP benefits from one LA to another is a state level function in WIC WISE. LAs must request and receive written approval from the

CDPH/WIC Farmers’ Market Coordinator to transfer surplus or unused FMNP benefits from one LA to another. II. End of season reconciliation procedures will be completed by CDPH/WIC. A. WIC Web Information System Exchange (WIC WISE) will automatically remove unissued benefits at the end of the season.
