When a certificate is corrected or amended by the bureau, the State Registrar shall instruct any local custodian of the recorded copy of such certificate to make the same changes; provided that he need not do so in cases of legitimation entries. Any required proof or evidence needed to substantiate corrections or amendments shall be the responsibility of the person concerned, and the burden of proof shall rest with such person. Any required fees or service charges shall be paid to the bureau before such changes are made, or before a copy of the corrected or amended record may be issued.
