(b) A member of the council shall serve until the commissioner appoints a successor. (c) An appointment to fill a vacancy on the council is for the remainder of the unexpired term. (d) The commissioner will not reappoint a council member who has served all or part of two successive terms unless three years have elapsed since the person last served on the council.
