(c) A person who meets only the requirements of 7 AAC 82.020(a)(3) or (c) must provide the certification required by (a) of this section to a particular state agency or political subdivision

(1) before receipt of the first payment from that agency or political subdivision for work that is subject to 7 AAC 82.020(a); and

(2) annually thereafter, while the person continues to receive payments from that agency or political subdivision for work that is subject to 7 AAC 82.020(a).
