Grant income. (a) Grant income earned by a grantee

(1) through a community mental health project funded under AS 47.30.520 — 47.30.620 must be used to augment or enhance the grantee’s mental health services; or

(2) through a grant project other than a project identified in (1) of this subsection must be used to further the goals and desired outcomes of the grant project. (b) A grantee subject to (a) of this section shall ensure that grant income

(1) is used in a way that meets accepted standards of fiscal accountability for public money; and

(2) is not used

(A) to support or oppose any candidate for political office or any ballot proposition; or
