For weatherization services, Alaska Housing Finance Corporation (AHFC), a semi-quasi state agency, administers the program through three contracted subrecipients. Each subrecipient operates under a formal agreement with AHFC and adheres to the Weatherization Operations Manual to ensure consistency and compliance.
