OVERVIEW OF CHANGES

MS 3000-2 DEFINITIONS

Removed Adult Public Assistance (APA) from the "mixed household" definition, as receipt of APA does not qualify a household as categorically eligible. This change prevents misinterpretation and aligns the manual with federal LIHEAP Low Income Home Energy Assistance Program guidance.

Removed "Public Assistance Household" definition as it is an obsolete term, which was specific to the previous eligibility system and is not applicable within ECOS Energy Community Online System .

Updated the name of the child support payment system from WinStar to ACSESS Alaska Child Support Enforcement Services System .

ADDENDUM G COUNTABLE AND EXCLUDED INCOME FOR HAP

Added Census income to align with DPA manuals.

Added clarity to Educational Income rows (Title IV and Non-Title IV.)
