MANUAL: Aged, Disabled and Long Term Care Medicaid Eligibility Manual

DATE: April 3, 2023

We have updated the 2023 Federal Poverty Level guidelines for income eligibility effective April 1, 2023. We have also updated other sections that use Federal Poverty Level guidelines for income eligibility.

This manual change also consists of several technical changes or clarifications as a result of suggestions from the field. Highlights of these revisions are described below.

OVERVIEW OF CHANGES

500 Overview of Aged, Disabled and Long Term Care Medicaid

Changed Alaska's fiscal agent from Conduent to Health Management Systems.

501(A)(4) Manual Benefit Issuance

Changed Alaska's fiscal agent from Conduent to Health Management Systems.

513(B) Temporary Absence and Residents Residing Out of State

Changed Alaska's fiscal agent from Conduent to Health Management Systems.

514(G) Children in Treatment

Changed Alaska's fiscal agent from Conduent to Health Management Systems.

520(A) Application and Review Process

Removed reference to application processing time frame of 30 days.

522(B) Actions taken on the Application

Added new subsection regarding actions taken on the application.

Changed section title from Medicaid Exception to APA Adult Public Assistance citizenship Requirements to Medicaid Exceptions to APA Adult Public Assistance Eligibility Policy.

Updated examples with 2023 Federal Poverty Level Changes.
