The rules that decide who gets food assistance, health coverage, and tax credits are written in prose, and then implemented privately inside every calculator, eligibility screener, and benefits system that needs them. Each one re-interprets the same statute on its own, out of public view. Nobody can check the result.

On July 28, the Axiom Foundation goes public to publish the layer underneath: open, machine-readable encodings of the world’s rules, starting with tax and benefit policy. Statutes and regulations turned into cited, time-aware, executable code that anyone can run, audit, or reform.

Two pressures make this urgent now. Governments and the organizations serving residents carry the growing cost of duplicative, opaque rule implementations — every major law forces every system to re-interpret the same text separately. And AI systems now answer policy and eligibility questions millions of times a day with no ground truth to stand on.
